New User of Scenario Editor Needs Help
So I have played through the base game and DLCs and have now moved on to the editors and have a question that is bugging me. I have read the base manual for info but can't find any additional guides. I am creating a map scenario of the Finnish -Soviet battle starting June 1941 and want to add additional initial specialist steps to the Finnish - German units however the selection for both are limited to recon, engineer, AA, and AT whereas the soviets have their basic full pick of specialist steps. I want to add some artillery to some of the starting Finnish units but it won't let me, why is this?

The artillery specialist is a 'Soviet only' specialist. The specialist steps are all faction specific. Its probably possible to mod this in the data files though.
Anyway - the specialists each add to the unique playstyle of the two factions. Germans almost never massed artillery in the same fashion as the Soviets did - and the Finns really didn't (except for the Final battle of Tali-Ihantala maybe). Early-mid war German divisions had a very large (and effective) artillery contingent compared to other armies (simulated by their very high stats). But it was more of a Soviet thing to regularly move around huge concentrations of arty from corps to corps.
