Windows 10 : Cannot assign US armor steps
In my last Victory in the West campaign I noticed that I was unable to assign US armor steps in the HQ's force pool to US armor units, even though the interface allowed me to buy new ones for the same units. By the end of the campaign I had 22 armor steps in 3rd Army the game wouldn't let me deploy.

You need to combine 1 infantry + 2 armor equipment to create an armor step.
You can reorg some infantry steps from the map to find yourself some infantry.

Sorry, I'm not sure I understand this. If I have an armor unit for which the game allows me to purchase steps, and also have armor steps available in the force pool, I cannot use the steps from the force pool unless infantry steps are also available there? If this is the case, I am still unable to use the US armor force pool steps. This has also only been a problem with US armor, all other Allied armor seems to work fine.

The issue may be with the US Armored Combat Commands? These unit's can only field 4 steps and 2 specs. There are currently 3 sets of unit limitations when it comes to steps and specs:
All Axis units: 7+1 (max steps/max specs)
---------------------
US Combat Commands: 4+2
All other Allied units: 6+3
This value is shown on the each individual unit sheet if you are ever in doubt

Yes, that seems to be my issue. It's confusing since it's not obvious looking at the graphic if it's a 4-step or 6-step. The whole setup for replacing armor steps is very non-intuitive.
