UoC 1 had partisan forces, which perhaps not very effective and played a minimal part,
were a thorn in the side and added another level to the game.
Is there any thought of introducing partisan activity?
There were partisans in France and Italy.

There were, but they didn't operate the way "partisans" operated in Russia & Yugoslavia. Partisans in France and Italy never really asserted control over territory in the way they did in Russia. (At least not til the very end of the war, in Italy). The OSS card represents the abilities of the Resistance well enough. They had little battlefield impact.

We considered adding French and Italian partisans, but although it's a fun mechanic we felt it wasn't justified historically.
Partisans in the Soviet Union and Yugoslavia were indeed different. Soviet partisans very often acted close to the front and in coordination with the Red Army, and the UoC1 partisans mechanic was a good shorthand for that. We'll see if it's as good a match for UoC2, once it goes to Russia...
