[Bug] 'undo' HQ level up reward fail

I just received an HQ 'level up' reward in the first scenario, on 'easy'.

I spent prestige to buy the HQ an extra action point. But then I thought: 'hey, I don't recognise this HQ -- USII -- as being one that I see later', so I changed my mind... the 'undo' button was active, so I pressed that. I got my prestige back, sure, but I was not offered the upgrade again (had I been, I would have chosen the free one).

(I think this is a good example of how not knowing what the progression path is for units and HQs is a detriment.)

Hmm... just ended the turn and then I got offered the upgrade again. OK, but a bit anti-intuitive, not offering it at the 'undo' stage.

When you undo, the game will drop a message (lower right), saying something like "Upgrade US II".

If you click on that message, you will be able to upgrade immediately. This same message is also dropped when you press "Later" in the HQ Upgrade dialog.
