how to determine the version update number from within the game or outside of it?

There is no way currently. You should be up to date on Steam... is there a specific reason why you'd need this?

Tomislav..Steam sometimes messes up patches I've had IL-2 Stalingrad fail to up date twice and had to do a re-install to force an update

I havent had the steam issue but I just wanted to be sure that i was up to date. perhaps its inexperience with steam that made me concerned about this... thanks again

The best way to completely certain is to start "Verify Integrity of Local Files".
This will connect to Steam servers and download any updates immediately. You can cancel "Verify..." immedately afterwards, if you just want the update and don't need to actually check the local files.
@JG51_Ruski: we found that "Verify...", is actually pretty dependable. Maybe because UoC2 is a smaller game (in GB terms) we never had problems reported like the one you describe.
