Supply hub placement - Why can't I place a hub there?
this map is advanced logistics tutorial, I wonder why I can't put a supply hub inside the red circle? it's clearly <5MP to the nearest supplied railway hex!

You can place them on a road, up to 5 MP from the nearest supplied rail hex (along a road).
In the image, there is a road connecting the marked area to supplied rail, but it goes through enemy territory.
