2 Already exists, if I understand you correctly. Select the HQ, then the force pool. Select a step,or specialist and the game will highlight compatible units.

Alternatively I believe a set piece attack with engineers are guaranteed (if I recall correctly) to reduce any entrenchment value to 0. Naval Defensive Gunfire - What does it do?
I've seen NDG in action in some scenarios, but what does it actually do, mechanically? It doesn't seem as powerful as normal naval bombardments and there's no entry in the manual or tooltip yet.
