You cannot "move" them just like that. Subtract existing hub to zero. On the next turn, trucks will be available (or immediately if you are in the battle preparation phase).

This Campaign was on Normal difficulty but not all available cards were used. Any difficulty lower than Hard doesn't play a role here except in the number of cards one can have.
