Sometimes I've taken to disbanding units when I have some extra turns left so I can get replacements, as they don't seem to come back.
For example in Wadi Akrit I disbanded the US armor TF unit, and the infantry RCT unit, as well as 8th Army's L-Force. I reasoned that since I don't see them again I might as well get back all the steps I invested. Generally I found that anything that is not a division is fair game, though I believe some British brigades actually carry over between many scenarios.
Is there any consequence to doing this? Do their steps actually go into the pool automatically or does this idea work?
What happens to units that don't show up again?

There are no special consequences, you are limited only by the number of HQ command points available for reorg.
While this might seem like a gift to the player, note that on Classic and Hard difficulty the number of CPs is usually a pretty strong constraint. I usually only reorg the specialists from such units in my playthroughs.
