In the editor there's an objective that 'delays an enemy unit'. I did some fiddling and you can delay your own units, but you can't make a unit show up faster.
Could you guys modify the code for that objective type to accept negative numbers?
That way a unit could be deployed a number of turns earlier if the player achieves a side objective. I feel like this would allow for some interesting scenarios.

It's an interesting idea but I don't know if it has an easy solution. It's certainly not immediately doable as things stand now.
There will be further work done in the editor in the coming months (actually some of it is done and just waiting to be "pushed"). Please re-raise the issue after the next update, it might become easier for us to do.
