Trying to figure out best use for Engineer step on 1st Axis Campaign mission (2nd Kharkov).
Put in on best panzer unit or on a mountain infantry?

To answer my own question...I believe it's best to place Engineer Specialty on an Infantry unit because it's much less costly to reinforce infantry steps than armor.

So that theory didn't work out... Back to my original idea, put specialist steps on strongest units possible. From the UoC Wiki http://unityofcommand.net/wiki/Specialists:
One very strong unit is more effective than 2 average ones. so attach specialists to your full strength veteran/elite tank or motorised infantry units.
