Game not shutting down on Steam

I'm having an issue where when I exit the game, Steam says I'm still in-game and won't let me start it up again. There's nothing related to Unity of Command in task manager, so I have no idea what's causing this.

If uoc.exe is not present in the task manager that means it already exited.

This definitely looks like a Steam issue. You should consider taking it up with them, maybe they can help.

I just got UoC from Steam a couple days ago, and had the same issue. After 2nd time, I traced it down to having the rulebook open in PDF in the background. Closed rules, then game started right up.

So....close game, exit PDF rules, and Steam should start up the game fine the next time you want it.
