with 100+ hours in I can confidently say that overruns at 50% give me about a 10% chance of actually overrunning the enemy unit...

Overrun chance only comes into play if the unit actually retreats.

For example, if retreat chance is 50%, and overrun chance is 50%, the combined chance for retreat+overrun works out to 25%.
