Going in again I got offered a new set of cards when I started the conference.

Shouldn't the cards you get at conference be set when you finish the previous scenario? Seems exploitable.

My first two campaigns ended with an extra hard scenario when all the wrong HQs had the river crossing option, but none of the HQs located on the river.

OK, that's a trifecta.

The cards thing would not be a problem if we saved on shutdown in campaign screen (we do it in-game, but neglected this).

The HQ upgrade bug and the tooltip will have to be fixed too.

Update: HQ upgrade and tooltip issues are fixed, and are live on the Testing Branch on steam.
