Can this be done without a headquarters thats buffed for it?
I think the 1st step should be do able w/o a HQ. The 2nd step (fortification) would need a HQ.

It is only possible with the upgrade.
As for allowing units to dig in without the upgrade: It's a very drastic change both for balance and UI - not likely to happen in all honesty.

At least in my mind the abstraction of entrenchment represents significant additional defenses and preparedness (maybe even attached units), anything less then that is part of the terrain shift or the units defense value.
