Paratroopers getting wiped out when having good odds

I've noticed that quite often when I drop a paratrooper at the start of a mission on to an occupied hex, the odds may say something like "0-1" so I'll do the drop.

My paratrooper squad then drops, but instead of getting a 0-1 kill, it gets fully annihilated / full KIA.

Am I missing something?

on p51 of the manual, Para drops on an occupied hex: 'if the hex is not cleared of defenders, the unit is KIA'. I assume you did not wipe out the defenders with your attack.
