I have no reserves to deploy a step to any unit in Preparation. I see it being done in demonstration videos. I've tried all four levels of difficulty, different scenarios, even the campaign. Can't add a step to any one. And I'm trying to strengthen weak units. Help!
December 31st update: Finally got some step reinforcements but only because some units lost steps--I think. Are there never any steps without losses first?
