Is it possible to add some kind of explanation for the specialist steps when you hover over them
in game?
Something similar to what you find in the manual would be excellent.

On the map probably not - hover is used for combat odds which is too important to mess with.

It's probably possible on the Unit Sheet, the current tooltip is rather vague, it could be beefed up. I don't see it as critical though, as you said, the information is already in the manual.
