Your units lose ZoC when they are weak, represented by a minus sign. This happens when they have two unsuppressed steps or less. Maybe that's your problem?
The game only supports saving during scenarios. You can still save your campaign game if you're willing to exit the campaign and make a backup of the latest campaign save file (located in C:\Users\user\AppData\Roaming\Unity of Command\save\campaign\ for non-Steam version at least).
