I'm playing the latest version on Steam and started a campaign about a month ago I think.

I want to restart conference (as I am getting my arse handed to me on Battle of Bocage) but the option is greyed out. I have attached my campaign save file.

As a workaround: restart the scenario you just lost, exit to the main menu, then "restart from last conference" will be enabled when you come back to the campaign map.

You will not suffer any additional penalties for restarting the scenario, as "restart from last conference" rolls everything back, including that restart.
