[Update 12] - Windows 10 - Crash on Placing Finnish HQ in Scenario Editor

Making a custom scenario with Allies vs Neutral. Whenever I attempt to place the Finnish HQ the game crashes.

The log seems to indicate that the HQ is hitting an error when checking the faction ownership of the UV.
