How are troops experience levels maintained from one scenario to the next?
What are the dots right above the hq abilities in the campaign menu?

Units remain as they were in the previous scenario, and the dots indicate abilities that have been individually upgraded. For example, refuel costs 3 command points, but if you pay to upgrade it during a scenario the command point cost will drop to 2 and you'll see 1 dot there on the campaign screen.
