No, though you can use the scenario editor to create such a "reversed" scenario.

1. In Main Menu, go to Scenario Editor
2. Under COPY TO STANDALONE (west) select a scenario to edit (you may need to scroll down multiple pages of scenarios)
3. In the scenaro editor toolbox: go to Edit Scenario Properties
4. In scenario properties, under Turn Sequence: select "axis"
5. In the scenario editor toolbox: Save, Quit

To play the scenario:

1. In Main Menu, go to New Game
2. Under NEW SCENARIO find your scenario: the name will be something like "Belfort Gap (belfort_gap)"
3. Enjoy!
