Unusable steps in HQ reserves

Not a bug, but most likely an oversight: you can find youself with unsuable steps in your HQ reserves because you have no units under that HQ to which it can be assigned, although other units under other HQ could use them.

Example 1: In the Roads to Rome scenario, all US and Free French units are under the US HQ. All Polish, Bristish and Indian units are under the Bristish HQ. In my British HQ reserve, I have an engineer step, won in the previous scenario from a bonus objective. I cannot assign it to any units as it is only for Free French or US units, and there are no such units under the British HQ leadership.

Example 2: Same scenario. In my US HQ reserve, I have 5 British infantery steps waiting for reassignement. In the previous scenario, I had disbanded a few weak British units at the end that were under the US HQ. However, Roads to Rome has none (or maybe only 1). Hence, they cannot be redeployed since I cannot transfer them to the British HQ where several units needed British infantery steps.

A few requests:
1) Allow reserve transfer between HQ in the deployment phase
2) When obtaining specialist steps from bonus objectives, give us the choice of assigning it to a specific HQ. They might well become completely useless otherwise, as in my current example.
3) A pet peeve of mine: whenever I hover over the HQ Reserves or Unit Forces button, the tooltip pops up on top of it, and covers up the available steps

There are plans for some quality of life improvements with regards to these "junk" steps. However adding such mechanics is very time consuming and as such they will not be implemented in 2019. For now you can use leftover steps to create security units if you have upgraded your forcepool.

re: tooltip covering the reinforcements. Yea, this is a peeve of mine as well, and it's on our todo-list. (For now you can change the tooltip delay in the options)

I have a similar problem. In Italy, you get a New Zealand armour division, which is elite and awesome and i love it. But, it's possible to end up with components in reserve of NZ armor, but no NZ infantry. So they just sit there. You can only replenish the Armoured division by buying whole Steps of NZ armour. It's just...weird?
It would be nice if we could 'sell' surplus components once the QoL update comes out.

If you're getting "NZ armor" that's a bug: a NZ armor step should break down into 1x NZ infantry and 2x UK armor.

In fact, I remember us having this bug in the beta. Is it possible that you are still playing from an old save? That would explain it...

In general, I agree about giving the player more options with the Force Pool. We are not entirely sure which options exactly just yet, and how to present them in the UI. It will take time to figure that out, I don't see it happening in one of the immediate QoL updates. Those will be fixing smaller things, this one is more of a biggie.
