How is weather calculated - I was wondering if there is a way to set the weather to specific conditions ?

The weather is part of the map. You can mod the files there - it's hardly rocket science, although you might experience some frustration before you get used to how the system works.

Note that, if you change the weather, you are changing it for all scenarios. There is no way to mod the weather engine so as to apply to one scenario alone.

Thanks for the quick response - what I am looking for specifically (and it is probably not possible from your response), is to set the weather turn by turn for a specific custom scenario.
