Bug when all regular steps are suppressed

I encountered a bug with suppressed steps. I report it so you can avoid it in the new game.

If you have a unit that has all regular steps suppressed and a specialist step that is not suppressed, I think you should be able to attack with this unit based on the attack value of the specialist step, but you can't.

This happened to me when all the regular steps became suppressed in an overrun and I could not attack a second time. You can reproduce this when you start a scenario with a unit that has all regular steps suppressed and an active specialist step with attack value larger than zero and the unit is out of supply.

I think you can not attack because the specialist IS an attachment to the "normal" steps, not an indepedent entity. So, if the unit is disfunctional, why should its support be able to attack? :)
