Engineers bug?

I start Stalingrad scenario with Unity of Command 1.04a (I think) Steam version. I use prestige and I add Engineers to German infantry. When I entrench that unit, I have 2 steps suppressed.

This specialist step in manual say:

Units with engineers can entrench in any weather, and do not incur the 2 suppressed steps penalty like other units do when digging in.

Bug?

Yes, but only when the engineer step is not supressed.

I see now that this is not mentioned in the manual at all. Thanks for pointing it out.

Ah! Ok. When I add engineers, the specialist step are suppressed in this turn! In next turn they are active and if I entrench german infantry I don't turn 2 step to suppressed!
