Just a note to anyone reading this thread that we "fixed" the issue for this user by setting him up with a non-Steam version.
That's a workaround however. If you're having the same problem, and it doesn't pain you to take up this issue with Steam support, please do so. The problem is clearly related to their client and not UoC itself.
