There are plans for some quality of life improvements with regards to these "junk" steps. However adding such mechanics is very time consuming and as such they will not be implemented in 2019. For now you can use leftover steps to create security units if you have upgraded your forcepool. ...

It is only possible with the upgrade.

As for allowing units to dig in without the upgrade: It's a very drastic change both for balance and UI - not likely to happen in all honesty.
