You can place them on a road, up to 5 MP from the nearest supplied rail hex (along a road).

In the image, there is a road connecting the marked area to supplied rail, but it goes through enemy territory.

Hi, does this crash repeat, or was it a one-off?

I can't see an obvious reason why this would crash (in text rendering, of all things). Have you tried "verify integrity of local files" in Steam?

There is no ready-made way to change the difficulty within the game. You can edit the savegame if you want to: go to the saved games folder, and open the savegame with 7-Zip or a similar program (the savegame is a zip file, essentially). Within the savegame, there will be a file named "main.yml...
