Hi, we are considering this suggestion, but it's not super obvious what needs to be done. Simply disabling the menu button when you can't deploy anything isn't a solution because you still might want to take a look at what's in the force pool. Update: HQ upgrade and tooltip issues are fixed, and are live on the Testing Branch on steam.

I get what you're saying, though Cologne is still two city hexes, so in game terms it's nothing to scoff at.
