Hmm... Mistake in the manual or I myself have misunderstood something. I'll ask Tom and clear it up today lest I spread misinformation :? . The popup was added in a post release update. Sadly this change does not affect campaigns started before said update. In future games you will be warned if level 3 engineering is a must.
