No, that makes a lot of sense. And it lines up better with the manual than what I'd been imagining, which was [a clumsy system that won't benefit anyone by being typed out here]. So you think the program calculates the odds number (as a float), applies a random modifier, and then rounds the result to the nearest integer and looks up the results on a chart. What scenarios are you having trouble with? In some scenarios, you need to use your logistics assets to upgrade a supply source; in others, you can just use airlifts.
