No, that makes a lot of sense. And it lines up better with the manual than what I'd been imagining, which was [a clumsy system that won't benefit anyone by being typed out here]. What I get from this is that it's not especially useful to finesse my attacks by killing or suppressing one or two steps ...

What scenarios are you having trouble with? In some scenarios, you need to use your logistics assets to upgrade a supply source; in others, you can just use airlifts.
