I have been playing around with using reduced strength units to represent headquarters / rear area troops. For example taking a German security or Luftwaffe division, reducing it to 1 or 2 steps and labeling it as a headquarters. Not the most elegant solution but it does put the unit on the map.

A nice solution - though I find it runs very well on my Surface Pro under Windows 8, with sufficient battery life for a flight from the east coast US to Phoenix Az - except touch doesn't work, but the keyboard and pointing device works just fine.
