I think your correct in saying the partisans may have dropped adjacent and then absorbed the supply hexes. I do not think units carry over , which is something i miss as i have always tried hard in other war games to hang onto my hardwon vet troops and tank forces. Makes for some gruelling decisions when you have to send a hardened vet unit into a dicey battle where the outcome may be total defeat. Basic...
Don't be scared to put your forces into a non supply hex if it means an encirclement of the enemy or another maneuver that will force their hand, take a supply point or cut their supply route. I would like to make a few of the scenarios in the campaigns larger map size, add units and reinforcements for both etc.. is this possible ? I just find most of the scenarios are too small and the game is over far too quickly.
