Hi Steve,
if the Campaign (main menu -> Campaign) is not saved that's definitely a bug. Please make sure you're not trying to play the Scenarios though: when you play individual scenarios (main menu -> Scenarios) those games are not saved automatically.
This is not a bug, out-of-supply units have reduced movement points but they can stil move.
