Supply bug or pilot error?

It appears that the combination of a railroad thru swamp in muddy weather stops supply (see attached save); WAD?

In this case rail is not used to transport supplies at all, because the supply source is not on a rail hex. So technically it's not a bug. You can check the supply table on pp.25 of the manual, it says it costs "A" for supply to enter a swamp in mud.
It's a good question why we didn't place that suply source on the rail. I can't seem to recall a good reason atm
