Ok the problem in my case was some missing 32 bit libraries. I was able to get it working by doing;
sudo apt-get install libxtst6:i386

I am also having the same problem in Ubunto 13.10 64bit. Though it did launch fine up until about 8 or 10 days ago. It seems like an update to either steam, Ubuntu, or UoC broke something but I am having a hard time tracking it down. You can still launch the game (I can anyway) by executing the uoc ...
